Rutgers IC CAE Fellowship Program with U.S. Coast Guard Sector New York
The Rutgers Center for Critical Intelligence Studies, a federally designated Intelligence Community Center for Academic Excellence (IC CAE), has partnered with U.S. Coast Guard Sector New York (USCG SECNY) to create research fellowships for students from Rutgers University.
Students will provide approximately 15 hours of research/coordination assistance per week on a project, some of which will take place virtually. Students are expected to spend at a minimum once every other week in person at Fort Wadsworth (Staten Island). Students are responsible for their own transportation to and from Staten Island. As such, having a personal vehicle is strongly recommended.
In order to participate, students must enroll in a 3-credit independent study or internship course at their respective institutions for the semester in which they are selected to serve as a Fellow. Students from all academic disciplines with a minimum 3.0 GPA are invited to apply.
IC CAE Research Fellows must be United States Citizens and upon selection may be required to complete the following requirements:

Note: This internship is for credit. Please have handy your intended course number to fulfill the credit requirement for this internship. Open to Rutgers students only.

Program Details
Selected students will work under the mentorship of USCG SECNY Intelligence Staff with expertise and backgrounds in intelligence, military, law enforcement, interagency, and USCG statutory missions. This program will provide an opportunity for students to support unique and operationally vital research to advance U.S. intelligence processes and USCG SECNY operations. Upon selection, students will have the opportunity to rank each of the topics and/or mission areas for the fellowship. We will make every effort to match selected students with their number one choice, but because the number of fellowships is limited, this may not be possible.
Academic Credit for Rutgers Students minoring in Critical Intelligence Studies

About the IC CAE Program
In January 2015, Rutgers University began work on a project awarded from the Office of the Director of National Intelligence (ODNI) to enhance the recruitment and retention of a diverse Intelligence Community workforce with capabilities critical to the national security interests of the United States. As a result of this award, Rutgers became an Intelligence Community Center for Academic Excellence (IC CAE), with the goal of developing sustainable national security and intelligence programs to educate and inform a diverse cadre of students.
About USCG SECNY
The USCG is 1 of the 22 agencies within the Department of Homeland Security (DHS) and is 1 of the 6 armed forces of the U.S. It is the only military branch within DHS. As the largest operational field command in the USCG, SECNY performs the 11 statutory missions of the USCG. SECNY Intel is seeking individuals interested in finding creative new ways to support and drive operations with actionable intelligence. The minimum requirements of the fellows shall include the following:
- Coordinate the SECNY Intel weekly Interagency meeting
- Develop & Brief a single slide product per week to contribute to the weekly Interagency meeting
- Complete a Coast Guard Analytical Report (CGAR) or Intelligence Preparation of the Maritime Domain (IPMD) product on the topic/mission area assigned
- Conduct a final Brief at conclusion of Fellowship
During the application process, students will have the opportunity to rank each of the topics/mission areas in support of SECNY:
- Living Marine Resources (LMR): Fellows will research, identify, and develop methods to better understand the LMR (fisheries) operating environment, opportunities, and challenges to the mission.
- Counter-Unmanned Aircraft Systems (C-UAS): Fellows will research, identify, and develop methods to better understand the C-UAS operating environment, opportunities, and challenges to the mission.
- Congestion Challenges / Marine Transportation System (MTS): Fellows will research, identify, and develop methods to better understand the congestion challenges and impacts to the MTS operating environment, opportunities, and challenges to the Port of New York/New Jersey and/or the Port of Albany.
- Wind Farm Development: Fellows will research, identify, and develop methods to understand Wind Farm development operating environment, opportunities, and challenges within the SECNY Area of Responsibility (AoR).
- Cyber: Fellows will research, identify, and develop methods to better understand the Cyber threat environment, opportunities, and challenges within the SECNY AoR.
- Visualize Intel: Fellows will research, identify, and develop a process and product to visualize intelligence for the operational commander using tools to include (but not limited to) ArcGIS and Analyst Notebook. *Requires an ArcGIS background.
